Domain DFS creation in delegated forest

Situation: one of our delegated groups on campus wants a domain DFS for faculty file services, so in the future when the file server is retired, they can copy files, change the DFS pointer and voila! the change is invisible to the users.
Domain admin (that’s me) rights are required to add/change DFS domain roots – but after working on this today, I (or the domain admins group) needs admin rights on the file server that is the root target to complete the DFS wizard. Since this is a divisional file server, they removed the domain admins group from the administrator group on that file server. Adding me back temporarily allowed me to complete the process.
